CANBERRA, Feb 23 AAP - Australia wants the option to buy the F-22 Raptor jet fighter
barred from foreign sales by the United States, Defence Minister Joel Fitzgibbon says.
Australia will write to the Congressman whose legislative amendment prevents the advanced
stealth aircraft from sale outside the US to gauge whether he would ever relent.
Mr Fitzgibbon said today he had discussed this issue with visiting US Defence Secretary
Robert Gates who advised on the best approach.

Federal Workplace Relations Minister CHRIS EVANS says he's interested in discussing
a plan to entice interstate workers to Western Australia with 10-thousand dollar payments.
The plan has been flagged by WA Premier COLIN BARNETT .. in which Canberra would pay
people willing to relocate to the state or northern Queensland to address skills shortages.
Mr BARNETT says one of the problems is Australia hasn't had a mobile workforce .. unlike
the Americans or even the Europeans .. and it should happen if Canberra really wants to
make a difference.
Senator EVANS has acknowledged WA's long had difficulty attracting internal migration
.. and says he'd be happy to have a discussion with Mr BARNETT.

Queensland isn't likely to follow a Tasmanian push to uphold a ban on New Zealand apple imports.
The federal government cleared the way on August 17 for New Zealand to export apples
to Australia, lifting a ban imposed in 1919 because of a fear of fire blight disease.
Tasmania is pushing to keep its own barriers in place and is exploring the powers it
has to protect its biosecurity.
But Agriculture Minister TIM MULHERIN says he believes Australians will support the
local industry and Queensland isn't likely to protest the imports.

FED:Labor faces damage over cabinet leaks
CANBERRA, Feb 14 AAP - A Labor strategist has warned federal cabinet leaks could soon
start to damage the government if not plugged.
The warning came as the latest Nielsen opinion poll published in Fairfax newspapers
showed the coalition holding an election-winning 54-46 per cent two-party preferred lead
over Labor.
Labor's primary vote stands at 32 per cent to the coalition's 46 per cent, with the
Greens on 12 per cent.
ALP strategist Bruce Hawker said the media leak alleging a Kevin Rudd "dummy spit"
in cabinet over the decision to dump his 2010 health deal had not been helpful for Prime
Minister Julia Gillard.
"Leaking ships sometimes sink and I think we need to be very, very careful that people,
for self-indulgent reasons, don't damage the government," Mr Hawker told Sky News.
"It is not a good thing to do and it should be stomped on from a great height."
Mr Hawker said it had been a tough few months for the government, and polling was unlikely
to shift Labor's way in the short term.
But he said policy victories such as the health deal with the states reached on Sunday
would be beneficial.
"It will take a while for it to flow through (to opinion polls)," he said.
Ms Gillard said voters expected to see governments deliver on promises.
"We've got a lot of hard work to do," she told Sky News.
Opposition frontbencher Peter Dutton said the polls showed voters did not believe Labor
was delivering on its promises.
"People have become more frustrated by the backflips and the lack of delivery not just
by Julia Gillard but by her ministers," Mr Dutton told reporters in Canberra.
"I think as Julia Gillard's time as prime minister goes on, people will realise that
this is a prime minister that just can't deliver."

SYDNEY, Aug 31 AAP - When Cathy Freeman reignites the Olympic flame next month to celebrate
the 10th anniversary of Sydney's Games, there will be no repeat of the technical glitch
that stalled the real thing.
There will be no mechanical stairway to heaven to malfunction.
Freeman won't be wearing the white, flame-proof body suit she wore as billions watched
her on September 15, 2000; its disappearance later that night remains a mystery.
She won't be alone, either; this time she will be joined by Paralympic champion Louise Sauvage.
And the cauldron won't be where it was atop the Olympic grandstand; its new home is
150 metres away in a park skirting Olympic Boulevarde.
But organisers are confident at least one thing will be replicated exactly - the buzz
and excitement of the locals that helped make Sydney's Games the "best ever".
They are throwing a reunion party to remember that golden occasion, and want as many
as possible of the 47,000 volunteers to attend.
There will be a free barbecue and concert featuring Marcia Hines and John Paul Young,
plaque dedications, the torch re-enactment and an official dinner hosted by Australian
Olympic Committee president John Coates.
"Our volunteers were the heart and soul of the Games," said AOC secretary-general Craig Phillips.
"Many people said it was their spirit that made it so special.
"They are all invited to come and reminisce, and we want to see as many of them as possible."
"The volunteers were a gold medal team," said Rosemary Mula, a member of the volunteer
army still proudly wearing her Games uniform.
"It was a magical time; we forgot about the hours we worked and ran on adrenaline.
"It's going to be one big party, and Sydney once again will feel the magic."
"Nothing will stop me getting there on September 15," said volunteer Vera Rothwell.
Beach volleyball gold medallist Kerri Pottharst remembered Sydney 2000 as a "once in
a lifetime experience never to be matched or forgotten".
"That buzz will always be remembered and treasured," she said.
Paralympic champion Louise Sauvage said: "It was the most amazing time in my life."

FED: US govt combats $US100 note counterfeiting with new design
SYDNEY, April 23 AAP - The United States is revamping its popular $US100 note, the
mostly widely circulated US currency in Australia and other countries - because it's a
key target for counterfeiters.
After 10 years' research, the US Federal Reserve, Treasury and Secret Service this
week unveiled a new design and security imprints for the new note to be launched on February
10, 2011.
About 6.5 billion $US100 notes are currently in circulation, and although very little
US currency is counterfeited, the $US100 note is the most frequently faked.
"The $US100 note is the highest-value denomination that we issue and it circulates
broadly around the world," the Fed's assistant director for cash, Michael Lambert, said
in a statement.
The new note will carry a number of security features, including a 3D Security Ribbon
and a `Bell in the Inkwell' design that changes colour when the note is tilted.
The US government is now conducting a global public education program to raise awareness
about the new note.

Vic: Police ban DNA evidence
Victoria's opposition says it's concerned about the fate of people facing trial whose
hearings have been put on hold .. after police ordered all DNA evidence to be banned from
court proceedings.
Opposition spokesman for police .. PETER RYAN .. has questioned how those before the
courts will be cared for now that their trials have been put on indefinite hold.
Victoria's police chief SIMON OVERLAND ordered the DNA evidence ban yesterday .. and
it's expected to last until mid January at the earliest.
Police are trying to fix an error in how DNA is interpreted in its forensic labs.

SYDNEY, Aug 1 AAP - Two separate incidents involving light plane crashes were reported
in NSW on Saturday with injuries to both pilots.
A trainee pilot and his instructor have been injured after their glider hit a tree
and nose-dived into a creek in northern NSW.
The 58-year-old pilot was trying to land the aircraft at Tyagarah Airport at 11am on
Saturday when the incident happened.
"It clipped a tree, flipped and nose-dived into a creek," a police statement said.
The pilot's 54-year-old instructor managed to free himself and alert emergency services.
Fire crews and paramedics freed the pilot, who lives in nearby Oceans Shores. They
airlifted him to Lismore Base Hospital with back, chest and leg injuries.
The instructor, from Cudgera Creek, suffered lower back and chest injuries in the crash
and was treated at the scene by paramedics before being taken by ambulance to The Tweed
Hospital.
A second pilot escaped with minor injuries following a plane crash on the NSW Central
Coast on Saturday.
A light Jabiru plane came down after taking off from Warnervale Aerodrome on the state's
Central Coast at 2.30pm.
Police said the pilot suffered only minor injuries.
"It's got into some difficulties not long after taking off," a police spokeswoman said.
The cause of the crash is not yet known.
A member of staff at the airport said the plane came down just outside the airport's
perimeter. It landed near Sparks Road.

SYDNEY, Dec 30 AAP - An accountant has been charged with fraud after a business owner
in Sydney's inner-west was fleeced of almost $300,000.
Police allege the owner of a food market in Leichhardt was fleeced of $282,799 in August.
The owner allegedly gave the money to the accountant, who had told him that he (the
owner) was required to pay off a government debt.
Instead, the cheque was deposited in a private company account.
A 48-year-old man from Greenacre was arrested on Monday and charged with fraudulent
misappropriation of valuable securities.
He was refused bail and was due to face Central Local Court later on Tuesday.

SYDNEY, Dec 10 AAP - Residents of Griffith are dismayed at the leniency of jail sentences
given to two boys over a bashing death in the NSW Riverina town, the local state MP says.
Nationals MP Adrian Piccoli said today he would write to NSW Attorney-General John
Hatzistergos, asking him to request a review of manslaughter sentences given to the 16-year-olds
who pleaded guilty to the unprovoked street bashing of the 17-year-old boy.
The two boys, who can be known only as CK and TS, were sentenced to a maximum of six
years on Friday by Supreme Court Justice Megan Latham for attacking AF at 3am on January
1 this year.
CK received a slightly longer non-parole period of four years in recognition of his
instigating role and with time already served, will be eligible for release in January
2011.
TS, who has no criminal history and was assessed as having better rehabilitation prospects,
was sentenced to a non-parole period of three years and six months to expire in July 2010.
Mr Piccoli said today many Griffith residents were particularly angry at the non-parole
periods handed down to the two teenagers.
"People are particularly annoyed about it because there had, in the lead-up to that
event, been half a dozen fairly serious assaults all along the same lines," he said.
A spokesman for Mr Hatzistergos said Mr Piccoli's request would be forwarded to the
Director of Public Prosecutions (DPP) for review, and Mr Hatzistergos would then make
a decision based on the DPP's advice.
Opposition justice spokesman and former deputy Director of Public Prosecutions Greg
Smith said the maximum penalty for manslaughter of 25 years does not come into play, even
in the most serious cases.
"The fact is they've killed someone, and so far as the manslaughter sentences go, they
weren't at the bottom of the range and they certainly weren't at the top," Mr Smith said.
"But manslaughter sentences vary so much and it's very unusual for anyone to get more
than 10 years."

There's more bad news about the nation's deteriorating mental health .. with figures
showing the use of antidepressants and antipsychotic medication is skyrocketing.
An Australian Institute of Health and Welfare report contains additional evidence that
mental health problems are widespread in Australian society.
About 20.7 million prescriptions for mental-health-related medication were filled under
the Pharmaceutical Benefits Scheme in the year ending June 2006 .. compared to 18.5 million
five years earlier.
Tasmania and South Australia have the highest per capita rates of patients taking mental
health medication .. while the Northern Territory and the Australian Capital Territory
have the lowest.
The data does not include all medications taken for mental health in Australia .. as
some do not require a prescription.

government's new workplace laws to force staff to work on public holidays.
Opposition industrial relations spokesman STEPHEN SMITH .. says Work Choices means
some workers can be told to work over Easter if their employers decide it's necessary.
Mr SMITH says Labor's Industrial Relations Taskforce .. which is sitting in Sydney
today .. expects to hear from dozens of people around the country.
The taskforce is gathering information from workers about their experience of Work
Choices .. to prepare Labor for the next election.
The union movement's also warned .. some of its members face losing their traditional
picnic day on Easter Tuesday because of Work Choices.
An estimated one million workers will lose holidays .. like Easter Tuesday .. or other
union picnic days no longer protected by law.

The planes include a US$8 million Grumman and two Spanish Casa 30-passenger airplanes that cost nearly US$5 million each.Secretary of Safety Alejandro Gertz said the planes were "so deteriorated that after a few days the turbines no longer functioned, and each turbine costs more than US$1 million." Gertz added that legal action has been taken against the two officials responsible for the purchase.

Ukraine is witnessing the emergence of two different strategies pertaining to the expansion of cable TV services.
The nation's second-biggest cable operator, Triolan, which has more than 200,000 users, has changed its strategy by curbing the marketing of analog television channels owing to the high costs associated with its rights. It believes that IPTV (Internet Protocol television) is the best means of providing pay-TV services for its viewers, and plans to take relevant measures to develop the service.
In contrast, rival and market leader Voila remains committed to expanding its pay-TV services. It had 1.5 million users in Ukraine as of the end of 2010.

Richer nations slammed during UN talks for not providing enough money to ease human suffering of global warming Developing nations accused the rich of meanness yesterday at the end of UN climate talks that launched only a tiny fund to help poor countries cope with droughts, floods and rising seas. They said agreement on the Adaptation Fund - worth just $80 million - was a bad omen at the halfway mark in two years of negotiations towards a new treaty designed to be agreed in Copenhagen at the end of 2009 to fight global warming. "We are so sad and so disappointed," Colombian Environment Minister Juan Lozano said of the December 1-12 talks, which went on into the early hours. "The human side of climate change is the suffering of our orphans and our victims and that was not considered here. "It's a bad signal on the road to Copenhagen," he said. "I must say that this is one of the saddest moments I have witnessed in all these years," Indian representative Prodipto Ghosh told delegates at the 189-nation talks, adding he had attended UN meetings for 12 years. "In the face of the unbearable human tragedy that we in the developing countries see unfolding every day this is nothing but callousness, strategising," he said. Several other nations including Brazil, Costa Rica and Maldives made similar remarks. Many delegates expressed hopes that US President-elect Barack Obama would adopt more aggresive climate policies. Environment ministers at the talks in Poland set rules for the Adaptation Fund, which is meant to help poor nations build flood defences, develop drought-resistant crops, and produce storm warnings. The fund, among few points agreed at the meeting, has just $80 million but could rise to $300 million a year by 2012. The developing nations accused the rich of blocking talks on wider funding. The issue was delayed until 2009. UN projections are that poor nations will need tens of billions of dollars a year by 2030 to cope with climate change. Poland spent $31.84 million just to host the conference. "It is obvious that the existing amount of money for the Adapation Fund... is much too low," said German Environment Minister Sigmar Gabriel. Developing nations won streamlined access to funds while rich nations secured controls to ensure cash was properly spent. Overshadowed by worries about a global recession, the main task of the meeting was to review progress towards a sweeping new global climate treaty in Copenhagen in December 2009 to replace the Kyoto Protocol. "We are desperately disappointed with the progress here," said Stephanie Tunmore of the Greenpeace environmental group. "The stocktaking bit wasn't difficult: 'What did we do in 2008? Not much'." Environmentalists accused Australia, Canada, Japan and New Zealand of blocking progress and failing to set ambitious new goals to cut emissions. By contrast, countries including Mexico, China and South Africa laid out ideas to curb rising emissions. European Environment Commissioner Stavros Dimas said the talks were on track. "Everyone said the fight against climate change is consistent with tackling the current economic crisis," he said. Many delegates said stimulus packages to end the global economic crisis could help create millions of green jobs. European Union ministers in Poznan expressed relief after EU leaders in Brussels agreed a pact on Friday to cut greenhouse gases by 20 per cent below 1990 levels by 2020 - after making costly concessions to several east European countries. The UN Climate Change Secretariat said the talks achieved the main goals of agreeing a plan of work towards Copenhagen. Under the Adaptation Fund, cash is raised by a two per cent levy on a UN system of projects to cut the greenhouse gas emissions in poor nations. The levy has raised $80 million in taxes so far. Negotiators also agreed measures to speed up approval of projects such as cutting greenhouse gases from factories in China or building windmills in Morocco.

The heads of the project showed Prime Minister Vladimir Putin the scale model of the complex, telling him which buildings would be prepared to be operational in 2010. Mayor Ilsur Metshin of Kazan said that the developers of the project used cutting-edge international solutions, consulting the designers of the Student Games Villages in Belgrade and Barcelona.
The complex will be located in one of the most convenient districts of Kazan, near the metro. A total of 64 facilities are planned to be constructed, including blocks of flats and academies of physical fitness and tennis.
Mr Metshin emphasised that after the village construction is completed Kazan State University would receive a new campus, comparable with the best international campuses.
The Prime Minister inquired when the living quarters would be ready for occupancy and was informed that students would be able to move into the residential quarters by September 1, 2010. The first two lines of the village include 20 blocks of flats with a total floorspace of 187,000 square metres, complete with all the necessary infrastructure and services. These buildings will accommodate over 7,200 students. The third line of the village and a training stadium are planned to be commissioned in 2011.
Prime Minister Putin also visited a furnished room at the new dormitory. The room has air conditioning, the internet and comfortable furniture.

Michael Puzulis will tell you the American dating scene drove him to it.
It was the mid-90s. His first marriage had ended in divorce, and he was convinced the women he subsequently went out with were only after him for the money they thought he had.
So there he was, slipping deeper into his 40s, living alone in a tidy split-level on a swatch of creek-side real estate in East Berne. He worked nonstop: a full-time day job topped off by bartending and landscaping on nights and weekends. He'd soon built up a small savings, enough to start planning for the family he desperately wanted.
But by then, he hadn't had a real date in three years. No dating meant no romance, no first kiss, no marriage, no family. Or did it?
A simpler, more efficient option greeted him within the pages of the spring 1997 issue of Anastasia magazine ``The Russian-American Connection,'' an intercontinental matchmaking agency run by a former mail-order bride now living in Maine.
Puzulis grabbed his pen, and his credit card, and he went a'courting.
Like thousands of American men each year, Puzulis was banking that a foreign partner a ``mail-order bride'' might be able to give him the life he thought he deserved.
The term mail-order bride is technically a misnomer, since most couples exchange letters, talk and meet face to face which, incidentally, is required by law in the U.S. well before wedlock.
But whether for love, or green cards, or both, the business of international matchmaking for profit and wedlock is a controversial one. It is an industry that traffics in stereotypes and oversimplifications, and that feeds on hope. It is the puff plot of romance novels and the sinister story behind the headlines. It is undoubtedly the source of many happy unions and fulfilled lives, too.
``There are nice love stories and there are some gross abuses,'' said Jill Nagy, a Troy lawyer whose practice concentrates on immigration law. ``I think it's hard to tell, for me, and sometimes for immigration officials, what is a legitimate relationship and what isn't.
``Of course, they may enter into the relationship in good faith and have underestimated the difficulties of an international marriage,'' she added.
A booming business
Perhaps the only aspect of the issue that's beyond debate is this: With the growth of the Internet, the industry is booming. In the last official tally, in 1999, the since-renamed Immigration and Naturalization Service found more than 200 such matchmaking agencies operating in the United States. Today, more than quadruple that number claim to help pair American men with women from mostly Third World countries, most frequently China, Southeast Asia and the nations of the former Soviet Union.
And they're doing mad business.
Though there's no official word on exactly how many women were brought to the U.S. through the efforts of matchmaking services, in the 2003 fiscal year the U.S. issued a total of 25,304 fiance(e) visas to foreign nationals, giving them 90 days to tie the knot here or return home. Of those, 6,627 went to citizens of Vietnam and the Philippines.
The biggest growth in numbers over the years, however, has been seen in fiance(e) visas to citizens of the former Soviet Union. In the last fiscal year, Russian nationals were issued 1,559 U.S. visas for the expressed purpose of marriage, compared to a mere 228 in 1993 and a whopping 5,000-plus in the two years before the post-9/11 border tightening. Foreign nationals can obtain permanent residency status after marriage, and then, after three years of wedlock, can seek American citizenship.
The possibility of fraud in this process, however, is ``a pretty big problem,'' said Barbara Brenner, a partner at Copland and Brenner in Latham who handles immigration law. ``When you have a relationship between people who are claiming the relationship is based on mutual love and affection, then the agency needs to get inside the heads of the people involved through the documents they present, and what's gathered during the interview process. Unfortunately, there are some people who are able to get through the system who are not actually eligible.''
Given an Internet connection and a few keystrokes, American men of any age, shape and all but the most scanty income level can view catalogs of potential brides from all over the globe who offer ``traditional'' values, who are, according to one West Indies-based matchmaking agency that specializes in Eastern European women, ``unspoiled by feminism'' and who are eager to cater to every masculine need for only the smallest of returns.
``The Russian woman's attitude about herself is feminine. She expects to be treated as a lady, she is the weaker gender and knows it,'' extols Chanceforlove.com.
At A Foreign Affair, a Phoenix-based agency that claims to average seven engagements a day, American men can shell out around $3,500 for 10-to-12-day romance tours to places like St. Petersburgh and Kiev. There, they participate in whirlwind introduction socials with the ``largest foreign women-to-men ratios in the industry,'' according to the company's Web site.
Accompanying the pitches are, invariably, photos. Lots of photos. Fuzzy-edged glamour shots of pouty-lipped women sporting daring decolletages.
Puzulis equated choosing potential mates from the Anastasia catalog to being ``a kid in a candy store'' a not uncommon description of the process.
But a whimsical spin isn't what Barbara Jancar-Webster, an author, retired college professor and lecturer in world politics who lives in Chestertown, Warren County, sees when she considers the industry as a whole. It is a mostly unregulated industry that, among other ills, provided the backdrop to a 2000 killing, in Washington state, of a 20-year-old Kyrgyzstan woman by her estranged husband, who'd been accused of abusing a previous mail-order bride. That killing prompted the introduction of a pending congressional act that would require agencies to disclose grooms' criminal backgrounds to prospective international brides.
``Look at the pictures on the Internet, all these women are posing in sexy positions, not like they're saying `I'm a homemaker or a computer programmer and I want a man.' They're selling their sexual wares,'' said Jancar-Webster, who's researched the international sex trade and who's active with the Albany-Tula Alliance, a sister city program between the Capital Region and the Tula Region of Russia.
The overlap between sexual slavery and mail-order brides, she said, is too dangerous to ignore. Even if a union is initially in earnest, a bride is in jeopardy: Stuck with no support network and isolated by a language barrier, with no driver's license and at risk for depression. Or worse.
``Say they come here, they get married, then the husband decides `Hey, I want to go to Las Vegas and have you work there.' What's she going to do?'' Jancar-Webster said.
But the potential, titillating threats to brides may unfairly distort an industry that's mostly about happy, everybody-wins outcomes, say others.
For 38-year-old Queensbury resident Fred McNeill, a soft-spoken, divorced father raising a teenage daughter, international matchmaking was a last, best hope.
``I was a single dad, working a three-tiered shift as a truck driver. I was completely removed from the social scene,'' McNeill said. ``I'm a very simple guy. I'm not going to set the world on fire. I have no mansion, but I do own my own house. I always thought I'm the kind of person who's all right as a single guy, but I can't stand it.''
In March, McNeill and his 13-year-old daughter, Stephanie, traveled to the Ukraine to meet Luba, the 40-year-old woman with whom McNeill began corresponding the previous year. McNeill proposed two days into the visit. Today, he and Stephanie are awaiting the official OK to bring Luba to the States.
``I was really excited, and was really happy he found her,'' said Stephanie, who's looking forward to helping her future stepmom learn English. ``We're probably going to be doing things a lot different, the three of us, but I'm really glad it happened.''
Happy stories are the ones too rarely highlighted when it comes to mail-order brides, said Lynn Visson, a New York City-based writer, interpreter and professor, and author of ``Wedded Strangers: The Challenges of Russian-American Marriages'' ($14.95, Hippocrene Books, 296 pages).
The INS study from 1999 found that the men seeking foreign brides were, on average, white, well-educated, conservative and financially successful. Such men, Visson said, are simply seeking a mate to fit an established, comfortable lifestyle. Nothing sleazy about it.
``On average, these men are 33 to 43, maybe a computer geek who one day wakes up and says `Where's my family?' Then someone at work walks in with a gorgeous blonde on their arm, and they think `They can do it, why can't I do it?' Visson said. ``What they like about Russian women is they are pretty, they are well groomed, they think it's nice to please men. They want to be wives and mothers. Their first thing isn't me-me-me, my career,'' she said.
But such assumptions also can lead to trouble.
``(Men) make the mistake that feminine means pliable, and wishy-washy,'' said Visson, who is of Russian descent and is married to a Russian man. ``Make no mistake. They are strong, and strong-minded women.''
Good match, good life
In the mid-90s, Svetlana Bogomozova was single and in her late 20s. A trained geologist whose company had shut down, she was scrounging out a living selling foreign merchandise at city markets in the bustling metropolis of Volgograd, Russia, formerly the city of Stalingrad.
She was a knockout, with long dark hair and a model's figure. And like most of the Russian women she knew, Svetlana, the daughter of an alcoholic father, wanted a husband who didn't drink or smoke, who would be faithful and who wanted children. But finding a single man much less one who fit her exacting criteria was turning out to be more than a challenge.
A girlfriend who'd worked with an international matchmaking service suggested Svetlana try looking for an American sweetheart instead. ``She said `Look how difficult life is here. I found my American this way,' Svetlana said.
Her photo and bio in Anastasia drew well over 100 letters. Michael Puzulis' letters stood out, though. He was more than a decade her senior, but Svetlana found his photos handsome, his letters flattering and sweet. For two years, they wrote back and forth. Then, in 1998, Puzulis spent his savings to fly to Russia to meet Svetlana for the first time. Love was confirmed. They got engaged, and early the following year, Michael entered and won a local radio contest that provided the cash to bring Svetlana to the States. They were married soon afterward.
Today, Svetlana, 37, and Michael, now 51, have two young daughters, Valentina and Michelle. Svetlana, who recently got her driver's license, handles the household: cooking, cleaning and children, as well as helping to maintain the couple's thriving backyard business, Helderberg Exotic Cats, which breeds and sells Bengal and Siamese cats. Michael is healing from knee surgery.
Svetlana said, her English deeply sculpted by accent, that though coming to the U.S. was a scary decision, she now has her dream life. She's learned to speak her husband's language, but is teaching her daughters Russian. The satellite TV even picks up a Russian cartoon channel.
``I have a 100 percent happy family,'' she said.
Now, she's hoping to extend such a life to the loved ones she left behind. Last year, she and Michael started the Russian Bridal Connection, a small-scale matchmaking service initially set up to pair Svetlana's friends and relatives with American men from the Capital Region. Svetlana's cousin met and married a Lake George man through the service.
So far, roughly 50 couples have begun corresponding through the Puzulis' agency, which charges an initial $35 fee and tacks on additional amounts for things like translations, which Svetlana handles. Three couples have wed, half a dozen more are heading that way, while several more relationships have failed to get off the ground. So it goes.
Though there are no criminal background checks of potential grooms, Michael Puzulis said he and Svetlana carefully screen men, and assess their commitment level, before allowing them to pick from their family-Bible-thick photo album of roughly 100 bachelorettes.
Michael and Svetlana try to pair up couples they think will work, who are ``in the same league,'' intellectually or physically. Sometimes it means coming right out and telling a two he's a two, and he's got no chance of landing a 10.
The laws of attraction do not always shatter under the wheels of desperation.
``The women, they may be in Russia,'' Puzulis said, ``but they don't want to go from a bad situation to a worse one.''

Deployment of IMS Technology to Create Scope for European Telecommunications Operators to Increase Revenues.
LONDON, December 22 /PRNewswire/ -- Increasing competition between fixed and mobile carriers in the European telecommunications market and the success of Internet telephony services such as Skype have increased the focus on Internet protocol (IP). In keeping with these trends and the need to address the requirements of end users, IP Multimedia Subsystem (IMS) standards based on the third generation partnership project (3GPP) are gaining emphasis.
The deployment of IMS is likely to facilitate the offering of differentiated services and this will lead to a significant reduction in application costs and a surge in new opportunities, thereby increasing revenues. "IMS is a very exciting technology in the industry today, providing many different advantages and benefits", says Ms. Jennifer Fruehauf, Research Manager at Frost & Sullivan (http://wireless.frost.com/) "At the same time, there are strong implications on carrier strategies, structures and market approaches, which must be taken into account when assessing the implementation of IMS technology."
Dividing the traditional core network infrastructure and separating the application and transport layers makes the core network access-agnostic and offers interoperability to operators. IMS deployment also ensures the availability of session initiation protocol (SIP) stacks on a number of devices, particularly 3G devices. Additionally, IMS technology enables applications for general packet radio service (GPRS) devices. Hence, issues pertaining to device availability no longer pose an impediment to the introduction of new services in the telecommunications market.
IMS technology also provides an impressive platform and standard for implementing different IP-based applications such as push-to-talk (PTT), instant messaging and presence. Moreover, the high costs involved in developing new applications are reduced, as IMS deployment offers a single platform with complex interfaces and connections already present.
More application trials are expected to become viable as lower developmental costs significantly reduce the risk of failure. Furthermore, applications are likely to be developed for more specific end-user segments. Therefore operators will do well to enter into partnerships to better address the specific needs of these segments.
Despite the ease of developing new applications, which enable faster time-to-market, operator structures must provide flexibility in aspects such as marketing and sales, to exploit the improved time-to-market advantage. Evaluating new access technologies such as worldwide interoperability for microwave access (WiMAX) in its various forms and digital video broadcasting (DVB-H) or broadcasting for mobile handsets will provide additional opportunities to deliver services.
"While IMS technology contributes to application development and promises to move away from a 'siloed' approach, in the short term, it will require an additional silo that must be managed and supported", remarks Ms. Fruehauf. "Moreover, the need to work with the existing circuit-switched infrastructure will also lead to additional expenses and hence, the degree of cost efficiency of the IMS technology cannot be accurately ascertained."
PTT services drive voice usage and can be suitable to vertical markets such as construction, education and healthcare. Clearly, IMS is the only PTT industry standard and European operators are likely to leverage IMS architecture to launch PTT services.
On the other hand, some operators have launched PTT services on proprietary technologies from the likes of Nokia and Kodiak, in a bid to overcome the present uncertainty that is associated with IMS technology. In the short term, non-IMS PTT implementations will succeed in attracting early adopters as IMS PTT services are still pending. However, since IMS PTT will be a standardised service, many suppliers of the push-to-talk over cellular (PoC) infrastructure have developed migration paths to enable interoperability with IMS infrastructure and devices.
IMS technology will also enable the application of presence, which essentially shows the availability of contacts in one's address book. Providing combinational services where various simultaneous sessions may be initiated using different media can enhance the value of sessions and create opportunities for higher revenues from subscribers. "However, voice is and will continue to remain the major telecommunications application in the foreseeable future", affirms Ms. Fruehauf.
Undoubtedly, the deployment of IMS will have fundamental implications at the financial, strategic, technical and marketing levels. Within Europe and beyond, operators are engaged in trials of IMS technology. Despite some issues about the future of this technology, IMS deployment will be widespread, as an in-house solution by medium and large operators or as a managed solution by smaller operators.

The Siemens Information and Communication Mobile Group (Siemens mobile) and Cisco Systems, Inc. are announcing the first successes of their strategic alliance, formed to accelerate the development and delivery of multimedia data applications and make it easier for mobile operators around the world to implement IP-based services and reap the full benefits of an integrated data, voice and video IP-based network. The two companies have already received 15 orders from carriers in Europe, Latin America, Asia and Africa.
Under the strategic alliance agreement, Siemens mobile and Cisco will collaborate on solution development, marketing and delivery of mobile communications solutions. Development plans include new mobile IP technologies for GPRS, UMTS (3G) and W-LAN networks, designed specifically to suit the requirements of businesses with mobile data services. With its mobile communication-specific integration concepts, Siemens will serve as systems integrator, ensuring that the IP-based components fit seamlessly into the customer's infrastructure and preparing the operator network for business with new data services.
